Portal (I think) Question

hey hey hey.

So, is the design for the "upper-portal" (as I like to call it) exclusive to FMD?



If it is, MER. Can I have help getting something similar?

If not, what steps would need to be taken to make this "upper-portal" happen?

My coding isn't as quick, but after 15 questions, I will get the hang of it, I swear.
