If so, that's just basic BB-coding.

The white area you see, you can reproduce using the following BB-code:


The headers you can make using the Header Format icon, by for instance selecting H2, which will then show as the following BB-code:


The rest of the styling is just a matter of selecting the text, change the font-size, font styling, color and all.

Indeed all I've used in the rules is BBCode. [H2] tags for separating the content into sections, and just a combination of color, size and bold tags for the colored titles. For example :
