Here is script for warning, before posting...

First go to...
Administration Panel > Modules ->HTML & JAVASCRIPT>Javascript codes managemen > create a new javascript
Title * : What U want
Placement : In all pages

Code:
$(document).ready(function() {   $('#text_editor_textarea').before('<div class="warning"><b>Before posting in the support forum remember: <a href="http://url of the topic">How to create a theme</a></b></div>');
});

* U can change text: Before posting in the support forum remember:  (How U like)
* http://url of the topic - Urs link of rules!

Second go to...
Admin Panel > Display > Pictures and Colors > Colors > CSS stylesheet
add:

    background: none repeat scroll 0 0 #F0E8E0;
    border: 1px solid #C00000;
    font-family: Tahoma,Arial;
    font-size: 11px;
    height: 24px;
    line-height: 24px;
    margin-bottom: 3px;
    text-align: center;
}

Of course, U can change background, border, font... etc.

is it possible to make this message visible for members with <15 Posts?
(or i could create a group for members with (0,15) posts and make it visible only there..)

  var message = 'Please read <a href="#">this topic</a> before creating a new topic.',
      box = document.createElement('DIV'), node = document.getElementById('text_editor_textarea');
 
  box.innerHTML = message;
  box.className = 'warning';
  node.parentNode.insertBefore(box, node);
});

Change the message content to whatever you want, but make sure to change the 9 to the ID of the forum you want it to work in.. Wink
