Need news widget to update

I had the code below from another site so I pasted it into a widget but for some reason it only shows the days news, I need it to update every day. Does anyone know why this is not happening? The site I got it from gets updates regularly, but not on mine.

I got a reply from the News paper concerned about my widget and this is their reply but I don't understand any of it Embarassed

Can anyone explain it to me ? or tell me how I can achieve what he is saying.

In the given example the site administrator is using a built-in functionality of the cms (RavenNuke) which provides the ability to fetch external rss and display it in an appropriate format according to the current website theme.
As far as You are using phpBB, I will strongly recommend to search for a similar widget/plugin which is approved to work with your platform.

However, it is possible to create customized/personalized feed but You have to provide an example to specify your requirements (format, allowed tags, required styles, number of titles etc.).
