Admin Panel > Modules > HTML & Javascript > Javascript codes management > Create new javascript (make sure Javascript code management is enabled)
Change the text to the language that you want it to be in

It appears in my forum when attach files to a topic when the topic title is less than 3 characters.

@smurfavr I think I got it all to work.
Just change
in line 2 to what you want the title to be and change each
in lines 7-10 to each corresponding one you want.
The rest should work itself out
