It depends on what you want to do. Both differ but aren't without their perks. Web design will be teaching you how to build and design websites, and should consist of learning HTML, CSS, and JS. Graphic design on the other hand should teach you how to create and manipulate various graphics. Needless to say you'll probably learn how to create graphics and maybe even design layouts for websites.

To be honest I've never taken any classes on these two, so don't take my word 100%.

I'm currently taking an introductory course in Web Development in college and my professor is teaching us graphic design for website building using Photoshop. It obviously isn't as extensive or detailed as my Graphic design class where we use Adobe Photoshop, Adobe Illustrator and Adobe InDesign to make posters, business cards and the like but if you wish to know both coding and design I'd choose Web Development (Web design). It'll give you the chance to learn coding in depth while also covering the basics of graphic design for websites (which you can obviously later expand to just general graphic design on your own.)

Yes, there is a high chance that they will teach you basic graphic design for websites since most websites today aren't just plain text. 

To be honest with you, if you really want to learn one or the other on your own it is possible if you put your mind to it and dedicate a few hours a week to studying the subject.
Graphic design would probably be the easiest to learn out of the two since it mostly requires you to have an imagination, a graphic design program such as Photoshop, and youtube tutorials. That's how I learned anyway. There are also tons of other resources out there - such as written tutorials with visuals, design blogs and other social network sites. 

I've never taken a class in either one up until this semester (which started in like August) and I've managed to teach myself the basics to both beforehand without much trouble.
